The Backbone of Fair Play in Youth Basketball

The CBL referees are the foundation of every game we host. Our officials ensure that each matchup is played safely, fairly, and in the true spirit of competition. With extensive rule knowledge, quick decision-making, and calm leadership, our referees keep games flowing smoothly from tip-off to the final buzzer.

At the CBL, we hold our referees to the highest standards of professionalism and sportsmanship. They enforce the rules consistently across all divisions, helping young athletes learn respect, discipline, and teamwork—core values of the game and of our league.

Starting this year, ALL CBL Referees must attend at least 1 Referee Clinic before being placed on games. 

Any CBL Referee that has been with us for less than 3 years, must attend at least 2 Referee Clinics before being placed on games.

We welcome new and experienced officials who share our commitment to fair play and professionalism. Training, mentorship, and league resources are provided to help you succeed.

Requirements:

  • Strong knowledge of basketball rules (training available for new referees)

  • Professional attitude and ability to work with players, coaches, and spectators

  • Completion of league registration and background screening

Background Clearances & Compliance

To protect every athlete and maintain full compliance with Pennsylvania youth-sports laws, all CBL referees—new or returning—must provide up-to-date background clearances before officiating any games.

This requirement applies to all officials, regardless of affiliation.
Even if you are certified through PIAA, NJISAA, or any other association, CBL must maintain its own copy of your clearances on file. We will gladly accept valid copies of your current PIAA clearances.

The CBL follows the Commonwealth of Pennsylvania’s clearance requirements for individuals working or volunteering with youth athletic programs. Every referee must submit copies of the following three documents:

Which “Reason” to Choose on the Applications

  • For PIAA Officials:
    If you are a PIAA-registered referee, you may select “School Employee Governed by Public School Code” as your reason when applying.
    This satisfies both PIAA’s and CBL’s clearance requirements. You may then simply submit copies of those same clearances to the Community Basketball League for our records.

  • For Non-PIAA Officials:
    Select:

    “Individual 14 years of age or older applying for or holding a paid position with a program, activity, or service that involves direct contact with children.”
    This is the appropriate category for officials working in youth athletic programs like the CBL, which operate after school hours and on weekends in school facilities but are not school employees.

FBI Federal Criminal History Clearance (Act 114)

PA State Police Criminal Record Check (Act 34)

  • Reason: Employment (for individuals 14 years or older who have direct contact with children in a paid position)

PA Department of Human Services Child Abuse Clearance (Act 151)

  • Purpose: Employment — individuals working or volunteering in a youth sports or recreational program with direct contact with children.
